Symptom

Any pip install into the system interpreter exits with externally-managed-environment.

Context

Debian 12+, Ubuntu 23.04+, Homebrew Python, or any interpreter that ships an EXTERNALLY-MANAGED marker.

Root cause

PEP 668 marks the interpreter as owned by the OS package manager to prevent pip from overwriting distro packages.

  1. Create an isolated environment: python -m venv .venv && . .venv/bin/activate.
  2. Install inside it: python -m pip install <package>.
  3. If the package is a CLI tool, prefer pipx install <package>.

Verify:

python -m pip install --dry-run requests

Expected: resolution succeeds without an externally-managed error

Lint diagnostics: missing_env, requires_network, creates_files
